Uttarakhand Welfare Schemes

‘Uttarakhand Welfare Schemes’ are run by the Government of Uttarakhand for the welfare of Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), and Minority communities. These schemes are mainly operated by the Social Welfare Department of the state, while some are also run by the Central Government.

Important schemes include Gaura Devi Kanyadhan Yojana, Atal Awas Yojana, Jeevika Opportunity Promotion Scheme, Shilpi Gram Yojana, Minority Welfare Programs, scholarship schemes, housing schemes, training schemes, and loan facilities.

SC / ST / OBC Welfare Program

Many welfare schemes for Scheduled Castes, Scheduled Tribes (ST), and Other Backward Classes are being run by the Social Welfare Department of Uttarakhand. Some schemes are also funded by the Central Government.

The major schemes are given below.


Gaura Devi Kanyadhan Yojana (SC)

This scheme has been running since 2009.
Under this scheme, ₹25,000 is given as Kanyadhan to girls belonging to BPL Scheduled Caste families who have passed their examination.

The amount is provided in the form of a National Savings Certificate.


Atal Awas Yojana (SC)

This scheme was started in 2009.
It provides financial help for housing construction to Scheduled Caste families.

  • Annual income must be ₹32,000 or less
  • ₹38,500 for hilly areas
  • ₹35,000 for plain areas

Jeevika Opportunity Incentive Scheme (SC & ST)

Under this scheme, unemployed youth of Scheduled Castes and Scheduled Tribes (ST) are given employment-oriented training in different occupations.

This scheme helps in self-employment and skill development.


Shilpi Gram Yojana (SC & ST)

This scheme supports villages related to traditional crafts.

Facilities provided:

  • Promotion of handicrafts

Uttarakhand Multipurpose Finance and Development Corporation

This corporation provides loans on easy terms for SC / ST development works.

Benefits include:

  • Self-employment loans
  • Business loans
  • Skill development support

Kasturba Gandhi Balika Vidyalaya Scheme

Started in August 2004.

Objective:
To establish residential schools for girls in economically backward areas with high population of:

  • SC
  • ST
  • OBC
  • Minorities community

Minority Welfare Program in Uttarakhand

The Government of Uttarakhand runs many schemes for minority communities to improve their social, educational, and economic condition.

In April 2012, the Minority Welfare Directorate was established.

Under this department:

  • State Haj Committee

  • Waqf Board

Minority Development Fund

Started in 2012.

Purpose:
Development of minority communities through financial support.


Maulana Azad Education Finance Foundation Scheme

Started in 2012-13.

Provides interest-free loans to minority youth for:

  • Self-employment
  • Higher education
  • Study abroad

Minority Self Employment Scheme

Loans are provided to BPL minority families.

Minority communities include:

  • Muslims
  • Sikhs
  • Christians
  • Buddhists
  • Parsis
  • Jains

Livelihood Opportunity Incentive Scheme

Training programs are organized for:

  • Skill development
  • Employment
  • Loan assistance
  • Capacity development

Rahbar Scheme

Poor women aged 18-35 are given training for self-employment.


Arabic Persian Board

State-level board for recognition of madrassas.

At present, about 1285 madrassas are under this board.


Multi-Sectoral Development Plan

Implemented in minority dominated areas of:

  • Haridwar
  • Udham Singh Nagar

Focus areas:

  • Employment
  • Poverty reduction

Haj House

Haj House has been constructed in the state for Muslim pilgrims.
